Why does the system unit continue to work after shutdown?

Colleagues assembled computers - everything works fine for everyone, but on one there is a problem:

After the work is completed, the system unit continues to work, i.e. You can hear how the coolers work, but the power button does not light up.
After that, it does not turn on, you must first hold down the same power button on the system unit for a long time and only after the coolers have stopped working, turn on the computer. By the way, at this moment, after pressing the power button for 3-4 seconds, you can hear how the coolers stop working and after a complete stop they suddenly start up again for 1-1.5 seconds and calm down again.

Please tell me in which direction to dig?

Why is there much to think about? Since a completely similar system works, you checked that everything is exactly the same, then something is wrong here. Possibly the motherboard. If it's new, take it to the store and let them sort it out. If it's not new and you can't return it, you're out of luck!

If installing drivers from the official site does not help, then in Windows 10 go to the control panel / power options / button actions / change inaccessible options and disable fast startup. It helped me with a laptop in this situation
