Why does the site not scroll on mobile devices?

I don’t understand what the problem is, the site won’t scroll on mobile devices, in particular I’m doing a test on Lumia 920 Windows Phone 8.1 (IE). Apparently some script interferes, but here's how to determine which one? I don’t want to disable everything in a row, since there are quite a lot of them even after optimization.
There is also a Revolution slider, I send it to display: none, when the screen resolution is below 720px. (I am writing about it because I used to sin against it, but now I have left its code only on the main page, and the error on the other pages still has not disappeared)
