They do not decrease after payment, but after the launch of campaigns. At this point, the performance of ads is calculated based on texts, compliance with their requests, landing pages, and many other indicators. And, in the case of a good indicator of productivity, the rates can be lowered.
I faced the same problem at work. Yandex support explains this point as follows:
"When creating a new ad, before it is activated, the system can use only approximate predicted CTR values (and other qualitative indicators) to predict the bid.
Only after the created advertising materials enter the auction system (activated and moderated), the system can use a combination of more accurately calculated forecast indicators + begins to take into account actual indicators.
It is not possible to display more accurate rates at the stage of creating promotional materials, because To do this, you need to send the campaign to the system (activation / moderation), and this naturally happens only after the creation of promotional materials."
