How to target by email addresses?

There is a template for a site on a narrow topic (selling used / new cars) and a free installation service for hosting, the target audience of buyers from the USA and Europe.
Paired email addresses and contacts. We did a mailing list, it's good, but after 2000 letters everything gets into spam.
The addresses remained, so I would like to somehow use them.
Since the target audience is from the US and Europe, they are almost all on Facebook.
Is it possible to set up ads on a list of email addresses on Facebook?
