What to do with keywords when they meet "In, on, etc"?

If in keywords they are found as words, let's say buy an apartment in Moscow, then what to do with the letter B? In Moscow we do not sell, then B in the negative word?

If you do not want to be found by requests with Moscow, then remove "Moscow" in the negative keywords. Or what exactly did you not like about the suggestions?
