Why does the i7 9700k overheat?

The processor overheats strongly during rendering, it reaches 90-95.
In idle 45.
I put water cooling, nothing has changed.
On the forums they write that they have such a processor in idle time of 30 degrees, and in a load of 70 max.
That is, for some reason I have 20 degrees more.
I check the temperature through the aid.
Undervolting didn't help.

100% there is an air gap between the radiator and the processor somewhere from the corner!
Look for and check: what exactly is crookedly fixed or the latches are not fully closed somewhere.

Intel likes to save on the thermal interface and puts thermal snot instead of solder. One of the options to flash the temperature is to scalp and replace the thermal snot with liquid metal.
