Hello. In general, there are two micros and a tunnel between them on l2tp + ipsec, as well as the need to sometimes work through radmin on client computers. The problem is that periodically, the connection on the radmin occurs not from the first and not even from the second time, but for example from 3-4. At unsuccessful attempts, Radmin writes "TCP / ip setup error or connection could not be established". What could be the problem? The connection is quite stable, there are no ping breaks for days, delays are from 2 to 10 ms.

Try to disable Allow fast path for l2tp connection and add connection-mark=!ipseс to the forward fast track connection rule .
