Why does the computer hang?

Guys. In general, the problem with a stationary computer. For the last six months it has been working in a slow state, that is, it constantly hangs.
Hard drive and power supply changed 8 months ago. Even the OS is not installed through the BIOS. I could only put Vista on top of XP, and then remove XP, but still everything is buggy.
When it turns on, you constantly have to press F1 and in the system unit, at the start of turning on, something makes noise, then disappears.
What could be the problem? How to check the performance of individual components? Maybe there are some articles about this?

The information you provided is not enough to draw conclusions. It may turn out that everything is in order with the hardware, the fans are noisy at the start, and all the problems are due to the curved operating system.
In order to fully check the hardware, it would be necessary to rearrange the parts one by one into another computer (test bench).
If you still want to figure it out on your own, then you can make a boot disk or USB flash drive with test utilities. For example https://www.hiren.info/pages/bootcd (see the Testing Tools section).
Read about how to use these tests - there are instructions on the Internet. Run tests, check memory, processor, video card, hdd. Maybe at this stage problems will become visible.
Read the instructions for the motherboard, it may have an error indication. Connect a pc motherboard speaker - almost all motherboards can squeak with errors. If not, buy in a store or on the radio market. (On aliexpress it costs 20 cents, but you have to wait until they bring it.)

1. To get rid of pressing F1 (by the way, what errors does the BIOS find?) at startup, you can try changing the battery on the motherboard. She must have sat down. If the error is "cmos checksum error defaults loaded", then it will help. Or in the BIOS, select the "ignore errors" setting.
2. The processor cooler makes noise when turned on (By the way, how does it make noise? If after turning it on for half a minute or a minute it works at high speeds, then the noise decreases. Then the second option). Two options. Either it is worn out (treated by replacement), or due to a dead battery, the BIOS is reset to default settings and an inappropriate operating mode is selected. It is treated by selecting the desired mode in the BIOS (something like silent, or set it to a fixed number of revolutions).
3. Freeze during operation usually occurs due to the hard drive (is it really new?) or when transferring data from the hard drive to the motherboard. In your case, you can try replacing the cable with a new one, and when replacing it, insert / remove it several times into one connector on the motherboard (the connectors can be oxidized and also cause errors). Perhaps because of this, the OS is not installed, at some stage the checksums do not match and the installer stops working.

How much RAM, what OS? How does it work with other OS? Does it hang too?
What does hanging mean? Not responding at all or just slow?

Do not neglect even exotic versions. For example, I also had similar freezes, and the reason turned out to be a banal cooling of the processor: one of the teeth on the processor frame, to which the heatsink is attracted, broke, and its position on the processor became oblique, on one side.
