Why does the checkout component redirect to another page?

It is necessary to place the basket component ( sale.basket.basket ) and the checkout component ( sale.order.ajax ) on the same physical page . Since the customer wants the user not to be redirected to another page, but all procedures take place on one page.
When I place the cart component and the checkout component from the “box” on the same page, then if there is no product in the cart, the user is automatically redirected to the main page, and when there is a product in the cart, it remains on the page.
The question is how can I make the user stay on this even if there is no product in the cart? I noticed that if only the cart component is left on the page and the checkout component is removed.

The decoration component has a DISABLE_BASKET_REDIRECT parameter

[Y|N] If this option is checked, the checkout page will be displayed even if the cart is empty. In the case of an unchecked option and an empty cart, a redirect to the page with the user's cart will be performed.
