Why does an error appear when transferring 1C-Bitrix CMS to a local server?

I transferred Bitrix from the hosting to a local server, there is an error in the system, Bitrix does not create an archive for transfer, so I just copied the bitrix folder via ftp. But apparently all the files weren't transferred, now on startup I get an error message " Fatal error: Call to a member function SetPageProperty() on a non-object in D:\OpenServer\domains\my-project\error.php on line 20 "
in the file error.php on line 20 there is a call to the $APPLICATION object of the SetPageProperty method. That is, the system does not see the $APPLICATION object. Could there be a problem?

The files were not completely copied, or they were copied crookedly.

As an option, you need to enable support for short tags in php, which is disabled by default during installation.
