Why does the bot execute commands that were called in his absence?

Good afternoon!
The problem is the following:
In the absence of a bot (turned off), people in the group use commands (when the bot is turned off). And when you turn on the bot, all the codes are executed at once, which results in a flood tape. Can this be controlled somehow?

@KamikariCat

when you turn on the bot, reset the message queue
ps But, I think that this is not correct, for good it is necessary to rewrite the logic of the bot, so that he himself understands that it is not necessary to execute the same request twice (I don’t know what kind of bot you have and what it does, specifically come up with restrictions on the output of answers to many requests)
