Why does Photoshop show the same value at different font sizes?

I'm laying out the layout, it has two h3: joxi.ru/4AkzJvnHGzEG2q
I look at the font sizes, and Photoshop shows that they are the same 22px. But after all, the eyes are different!
What could be the problem?
