Maximum container width in grid for mobile resolutions?

Straight to the point. For example, if you follow the Bootstrap4 grid, the last resolution (for mobile devices) starts from 576 and below, while there is no max container width (maximum container width). Hence the question, how can a designer correctly make a grid for this resolution, because a site on a mobile device, for example, with a resolution of 576px and on a mobile device of 320px will look different? Would it be correct to initially take a layout with a smaller width of 320px and make a universal solution on it that will look the same when increased to 576px, that is, go from smaller to larger?
