Why does not start up on a terminal server?

The domain has a terminal server. GPO is configured on it:

There is a domain user who is in the NomerOk-server-users group.
But when he enters, he gets this:

Why is that? Where to dig? The domain administrator comes in and everything is ok.

see the properties of the rdp protocol and give permission to use it to the necessary groups / accounts , and the

Should work.
Isn't this user or group in the "Deny logon through URS service" policy? Denies take precedence over permissions.
Has the user registered the NomerOk-server-users group? Check whoami /groups
If not, you need to re-login.

Add the desired users to the Remote Desktop Users group on the terminal server.
