Why does my computer freeze under load?

When exporting a RAW photo from Lightroom to Photoshop, or during some operations in Photoshop itself, the computer freezes for 3-6 seconds: the sound disappears, the mouse stops moving. The same thing happens in Adobe Bridge when creating thumbnails. What is it, why is it happening? Where to dig in general?

System: AMD Ryzen 9 3900X, GeForce RTX 2080 SUPER, Samsung SSD 860 SCSI, Samsung SSD 970 EVO Plus, DDR4 32 GB 3200.
