How to set up drawing in Adobe Animate?

Hello.
Please tell me how to create a document for a STATIC illustration in Adobe Animate and how to set up a workspace? I didn’t find it anywhere, everywhere about canvas, html, java and so on. Not a word about regular drawing (it's much more convenient to draw vector than in Adobe Al).
Which document to choose ... google did not give any results
