Why does MS Office 2010 set the file creation date incorrectly?

Recently, it has been noticed that documents edited in MS Office (word, excel) began to incorrectly set the file creation attribute.
New file created via context menu->create Microsoft Excel file (August 3, 2016) appears as if it was created on September 16, 2006 at 5:00:00
