Why does language switching fail in gnome-tweak-tool?

I use ubuntu 18.04
. There is gnome-tweak-tool, it has a combination (alt-shift) set to switch the input language.
Recently, this combination has periodically stopped working after a system reboot. The combination is selected in the settings. If you press it and turn it on again, it starts working.
Has anyone come across?
