Why does apt-get download old versions of packages?

I want to install vagrant. apt-get downloads the raw version. The installer from the off site does not work, here is the icon

Never download installers from left sites.
If the version is old, then connect the repository from the developer.
If you don't know how, then google it.
If you don't know how to google, then I'm powerless here.
