Why does an SSL negotiation failed error occur when reading mail via IMAP?

In general, the task is to read new letters from the mailboxes of clients. Most of the mailboxes are located on Yandex.
I connect to a Yandex mailbox via imap_open. I use the standard settings specified by Yandensky. In most cases, everything goes smoothly and beautifully. But sometimes it is not possible to connect to the mailbox and an error is thrown:
TLS/SSL failure for imap.yandex.ru: SSL negotiation failed
The next time I try to connect after 2 minutes (my cron runs every 2 minutes), there is no problem and works fine for a couple of hours, then again this error. And so constantly.
Can someone come across this?
