Why does an internal purchase in App Store Connect hang in the "Pending download" status?

I need advice on how to fix the problem with the localization of the internal purchase.
We made localization for the iOS application. There is a built-in non-consumable purchase inside the app. Added localization for this in-app purchase (name + description), as well as information for verification (screenshot (since you can add only 1 screenshot - added in English + notes (also in English). Promotional image 1024x1024 was not added , because it is indicated that it is optional.All these new localized settings are not loaded into the application, because the data hangs in the "Pending download"
status.What needs to be done to switch to the "Pending review" / "Approved" status. Previously, there were no problems. Almost immediately beat off "Approved. Now we can not understand
