The American App Store account suddenly stopped accepting payments for purchases, although there is money in the account. What to do?

Today I ran into a problem.
He brought money to the American account of the App Store, which he repeatedly used, replenishing it through Gift cards. Today I deposited money into my account again, the account was replenished and the App Store balance shows correctly, but when I make a purchase, iTunes and the App Store on the iPhone (and iPad) take me to the Edit Payment information page . On the page for choosing a payment method, the radiobutton "None" is active, which during the creation of an account a year ago, I selected to pay for purchases through Gift Cards.
When you confirm the choice of payment method, the login / password is checked and again the Edit Payment information page . iTunes at the same time says that the synchronization is complete and you can turn off the iPhone.
It feels like Apple has blocked the ability to use the None option for the payment method.
I tried to switch to PayPal, but there the App Store complained about the lack of an authorized American source of funds (a card linked to a Pay Pal account, Ukrainian).
It is said on the forums that this temporary glitch sometimes slips and disappears by itself.
But something tells me it's not.
Tell me what can be done?
PS there is an option to switch to the Russian App Store, I know. There, even Ukrainian credit cards are normally linked, but I want to spend the money that is already on the American account.

When you switch to a Russian account, keep in mind that the “old” purchases will be updated through the device itself, iTunes will not see them :(
Not such a big problem, but somehow it’s not very pleasant anyway.

Most likely, the amount on the account is still insufficient to pay.
The fact is that the number that you see in your account is the amount that is on the account, and the cost of the program is indicated in the App Store, excluding taxes. These couple of missing dollars in the account will be enough to make the account behave as you described.
