Why does a group policy error occur when editing on a domain controller?

Good afternoon. I have adminpack installed on my workstation with which I can easily configure policies without any errors.
If I open from the server, then when I open the folder, the setting crashes and the folder is empty.
And for some reason, in some branches there is a truncated functionality.
And why multiple service management options, and which one works?

Error reading local ADM/X files, including by ACL.

There is no access to the sysvol folder for at least 1 of the controllers to which the management console connects from the server. Templates are taken minimally presented (perhaps even broken) from local storage.
