How to set up failover DNS balancing?

Good afternoon!
Task: set up a failover dns server. We have: 2 mirror servers with replication of the database and site files, they are exact copies of each other.
Tell me a dns server with the ability to configure fault tolerance on it, not a simple round robin, but with server availability monitoring, I would not want to raise the dns server on vps and administer them manually.

round robin - does not provide fault tolerance, its task is to distribute the load.
There are several denial of service factors:
1. hardware - all problems, such as equipment failure, Internet access, are solved by hosting a VPS provider. You need to carefully choose, look at what kind of data center they have, where it is located, how things are with power supply, Internet access.
2. software - if the first point is met, then this is the only factor that we may encounter.
2.1. crooked handles of the administrator - we will not take into account this factor
2.2. DDOS attack - there are a lot of services that offer their intermediary server to filter traffic, some vps providers have their own services. Basically, we live.
2.3. A targeted attack by hackers - alas, only external monitoring will save here, and backup, we outsource it - and forget it.
After reading the following above, we understand that self-reserving a service is a rather meaningless thing. It makes sense to raise additional hosts / mirrors when the load on the service increases.
If the service makes a profit, then it is quite simple to calculate how much money to allocate to ensure its fault tolerance. We just take the price of downtime and that's it)
