How does the DNS server get the addresses of the root domains?

Hello, I read the documentation, but I still haven't figured out how the DNS server gets the addresses of the root domains (the same BIND for example) if they are not explicitly specified in the config and zone files?
Is there an address embedded in it, where does it get this data from?

Root server addresses are written in the code:

https://github.com/PowerDNS/pdns/blob/master/pdns/...
