Why do we need mailing services if the usual php/ruby/python framework has tools for sending emails using a list of emails? Also, is it always possible to connect email services from Amazon/Azure? What is the point of these services?

Tried? In the sense they tried to arrange a mailing list, well, at least for a thousand addresses?
If you have your own server, it will immediately appear in all possible anti-spam databases, no matter how you add SPF, DKIM and other features to it.
If a provider service, then the provider will simply stop it as soon as it notices suspicious activity, asks for money or something else.
Some people don't want to receive spam.
Others want to send it out.
So there is a constant struggle between a beaver and a donkey :)
