Why do USB ports stop working when plugged in?
When a charger is connected (with a slightly discharged battery), the usb ports stop working (whatever you put into them, the laptop does not perceive anything). When the laptop is charged (100%), the usb ports start working normally. What could be the problem?

2) How is the situation in the BIOS - the same reaction?
If Win - look in the power settings, there is a "temporary shutdown of the USB port." Plus, maybe in some kind of EnergyManagment tool for your laptop there are such settings.
Yes, Windows 7 is in the settings (temporary disabling of usb is prohibited)
