Why do some commands in the Russian layout not work in Ubuntu 17.10?

I suddenly realized why commands on the keyboard like ctrl + v, the middle mouse button often stop working. Previously, I thought that the problem was in ibus and constantly restarted it. Everything turned out to be simpler: the problem is only when switching to the Russian layout. This is the first time I meet with this, but not only on one computer.
What is the problem?
