Why do not all virtual machines turn on after a power outage at startup?

We serve objects remotely, we have to come to turn it on manually, I checked the autostrat in the manage all-inclusive option.
1. Once a month, approximately after a power failure, not all virtual machines start up. How can this be fixed?
2. Once, after a power outage, two out of three VMs disappeared. I had to create machines and specify a disk image. Everything worked. It was the first time in five years that this happened. Nobody has access. We only have passwords.

you need to go to the server via ssh and see what is written in the autostart config . May need to be corrected
