Why do I get the error "Not enough space on drive C" when I try to upload an infobase to drive D?

1C 8.3, SCP 1.3 (regular application).

There is really little space on the C drive (only 600 MB).
How to unload the database (previous unloads weighed around 3 GB) without freeing up space on the C drive?
As a result, I decided to simply clean the C drive - I freed up about 3.5 GB (3 GB should be enough to upload the database to a file of size 3 GB).
But now, after some time after the start of unloading, another error occurs:

Change the values ​​of the TMP and TEMP system variables to the directory on the D:\ drive for the time of unloading.
If you do not want to change the pace for all applications, then you can do this only for 1C. Create and run a batch file, where, before starting 1C itself, write:
SET TMP=D:\TEMP
SET TEMP=D:\TEMP
