Why do I get an unpacking error when installing vcredist?

Suddenly, problems began to arise with the installation of programs and games that require the installed Microsoft Visual C ++ package (or offer to install it in the process on a par with DX11 while the installer is running).
Error from questions and punctuation marks, swears at extraction.

I tried to run various versions of the installer (vcredist_64.exe), not paying attention to the fact that the packages for 2005, 2008, 2010 were already installed.
The error consisting of questions appears both when trying to install the applications associated with this package, and when trying to run the installer of the package itself.
I sinned for errors in memory or in sectors of the hard disk. ran checks - silence. Perhaps it does not find errors on the HDD due to the fact that it is still divided by the laptop manufacturer into two disks of 500GB each. I ran CHKDSK for both parts of the disk - it says there are no errors.
I have no idea why such problems suddenly began to arise.
P.S. noticed that other installers also sometimes began to act up. The installer executable downloaded from the 7zip site produces an NSIS Error on startup. If you download .MSI - there seems to be no problem.
Hope you post some ideas. It's a shame not to cope with a simple technique, which used to be fixed pretty quickly.

First, check the digital signature of the downloaded file. If it is broken / it is not there - a reason to think about the source of the file, and the reason for the appearance of a broken installer on the disk.
