How can I turn off the monitor every 10 minutes for 30 seconds (Windows)?

Maybe faced with programs?
Or maybe you know a bunch with which it can be implemented?

It's not entirely clear what needs to be done.
If you turn off the monitor, then the Autoit script will help (you need to redo it a little).
And if you disconnect from the network, then yes, a socket with a timer and a relay.

If you want to hide from tracking freelance programs or the like, then turning off the monitor will not help in any way.
And on the question: you can buy an adapter to an outlet with a timer, and turn on the monitor there.
