Why do all employers require a college degree?

I have heard a lot about education in Russia and about the quality of knowledge of graduates. And I heard that you can work in IT without education (or is it a myth?). But at the same time, in each vacancy there are requirements for higher education, moreover, a specialized one. Does the employer really believe that in 4-6 years a person is taught something at the university (or is it really being taught now?)? Is the prestige of the campaign “people with higher education working for us” more important than a person’s skills? I also heard that VO requirements are set, because sometimes inspections are carried out and for every employee who does not have a VO or education at all, they pay a fine of 100,000 rubles at least. It's true?
And in general, what do people think about this situation, who work in IT without education (if there are any)?

It's a matter of psychology. Everyone needs adequate adult workers, and not yesterday's teenagers sick of maximalism. VO in some way creates an "age limit" and, in general, studying at the university puts the brain in place in many aspects. And if a person has not mastered VO by the age of 25, then this is like a wake-up call, and you need to look closely at the adequacy of the candidate.
The same thing with family people - if a person has a normal family by the age of 30-35, then this is one of the signs that you have a normal (generally) person, and not a misanthropic psychopath who cannot communicate with people.

I randomly took the first five vacancies for front-end developers (react and vue). Not one of them contains the slightest mention of VO. VO is usually required where the boss himself graduated from a specialized university and he does not want to believe that someone is able to learn the same without 5 years of living in a university. Usually these are vacancies in C ++, there are many show-offs from people who are almost not justified by anything. And the presence of specialized education in the vacancy is part of these stupid show-offs. At the previous place of work, out of 30 developers, only three studied at the university with a degree in programming, and none of them graduated from the university.

Without VO, graduated from college as a programmer. Experience 16 years. Changed 4 companies. There were two own businesses (2 and 6 years). I faced the requirement to have a VO only when I wanted to work at a school, lead circles. They demanded to receive a crust of advanced training, received and worked for 2 years.
The presence of VO is necessary if you want to be a Manager, work in Education or the State Service.
The presence of VO is a filter for recruiters, showing that a candidate can be manipulated, loaded with work, potentially brings the matter to an end, can be engaged in routine work, and so on.
Imagine that a woman likes shaved men in a suit, the rest are past the cash register. At the same level, by analogy, they require the presence of VO. There is a separate category that consider candidates as a future spouse. :)
Think about what you live for, what brings you joy, what you want to achieve.
This year I built a rooftop swimming pool, from scratch, heated. I dug myself (37 cubic meters), poured concrete, cooked the frame, covered it, etc. The first welding experience, electrodes, tig. Rejoiced like a child. Pride bursts. Working in the fresh air, constantly next to the family, you see the benefit and joy. You can go to work as a welder, good salaries. You can start building swimming pools through X company. Where necessary, VO can invite relevant experts with experience. Lots of options.
In the Russian Federation, now the bachelor's degree is now divided into 2 parts. After 2 years you can get a diploma and go to work. Exactly the same diploma, just fewer hours and subjects that you have mastered. You will work and be able to continue to study if there is a need.
