Why did Upwork independently make a payout from the balance?

I had $85 on my balance, I didn’t want to withdraw them, I thought to buy responses if needed or spend them on a PRO account, but they sent them to my account according to some rules, why is that? I read the rules, but did not find a clear answer.
This is what Upwork sent me in the mail

Hi Konstantin,
As part of Upwork's Escrow policy, we are obligated to automatically disburse any open balance from your Upwork account to your payment method. In that regard, we have scheduled payment of $83.01 from Upwork via Direct to Local Bank transfer account.

Transfer: funds older than 180 days will be automatically withdrawn from the account regardless of whether they exceed the limit for automatic withdrawal or not.
