Why did the language bar and language settings disappear in Windows 7?

Recently, at work on the computer, the language bar and language settings disappeared (on the screen).

Searching the Internet for similar problems and solutions did not bring, I encountered this for the first time. What could be the problem and how to solve it? Periodically, a blue screen pops up on the computer for a couple of seconds and the computer itself reboots.
