Why can tasks hang in the Windows 2012r2 task scheduler?

Good day. When automatically started, the task ran for about 1.5 hours. And when you tried to run it manually, the task ran for more than 12 hours. The script being run has not changed.
The script performs
1) stopping database services
2) copying files
3) starting services
In fact, points 1 and 2 have been completed. 3rd was not completed.
