I can't access https://www.webtoons.com. Chrome throws an error "DNS_PROBE_FINISHED_NXDOMAIN". When pinging, the name is not resolved. If I go manually to the IP address, pictures are not loaded (I wonder why, they should also be on a separate CDN), and Kaspersky complains about the certificate (excluded from the trusted list). At the same time, the site is quietly pinged from everywhere, except for the Kemerovo region, incl. from foreign services. The provider - Rostelecom - says that no problems were found on their part. Is there anything I can do to resolve the issue myself? I really want to understand what is wrong.

To get started, try specifying a different DNS server, something from the public ones - Google , Yandex .

Well, firstly, it is not always possible to connect by IP address. The connection goes by name - there can be several dozen hosts at one address.
Well, it's the same with pictures.

Set up Google DNS: 8.8.8.8
or Yandex DNS: 77.88.8.8

1.1.1.1 and 1.0.0.1
