Why can't ST-Link see STM32F103RBT7?

I connect as follows - dl.dropbox.com/u/13417678/Sheet1.pdf . But in IAR'e constantly when trying to flash an error occurs that the controller to be flashed was not found.
On board:

  • On all power legs - 3.29 V
  • On all GND - GND
  • Reset - to power
  • BOOT0, BOOT1 - to GND

In general, the whole head broke already.
Does anyone have any ideas what is the reason?

The problem was that the VDDA leg was not soldered. As a result, the voltage across it dropped to 2.5 volts.
This prevented the controller from starting.
