Why can't I start installing the OS from a flash drive?

I put two systems on the laptop, Ubuntu and Windows. I recently had to reinstall Windows. I got into the BIOS, set it to load from a flash drive, but the OS installer does not start.

When POST, just press the button to select the device to boot.
Often this is either f10 or f12.
I myself encountered such a problem, a flash drive with Windows is ignored if there is a Linuxoid on the computer.

Why do people go into the BIOS settings, change them, then change them back again? You can also press F11 (or another button to enter the Boot Menu) and select a flash drive. And after the reboot, the hard one will be loaded again first, as it should.
Well, what can I say about the question? Either Windows is not bootable, or the USB flash drive is not bootable (wrote it wrong if) ... And even if you are sure of everything, then anything can happen, hurry up and try again.

If both the image is bootable and the flash drive was written as bootable, it may be that there is no boot sector. I usually do it in UltraISO - there is such a thing: HDD + recording mode
