Why can't I install Windows?

Hello everyone, I want to install windows via a USB flash drive, I uploaded the image, set the bios priority to usb, when I turn on the computer I see only a white blinking cursor in the upper left corner, what could be the problem? The flash drive is working.

It looks like the flash drive is not bootable.
Filled up - how? Did you copy or make a flash drive bootable before that?
There are enough instructions on the Internet for preparing flash drives for installing Windows from them.
