How to make links to console programs?

Hey!
The question is this. When I install a Linux program and make a symbolic link to it from a specific folder, the path to which is specified in the PATH environment variable. And the program can be run from any folder. I'm trying to do something like that in windows, but for some reason the program does not start from the link. Maybe someone knows how to do such things in windows?
