Gadgets (widgets) on Windows 7 use MSIE 7.0 as a container. How to change container version?

I'm trying to make a widget on Windows 7 and it turned out that MSIE 7.0 is used as a container. Although the computer has IE11 installed. Google and MSDN did not answer this question. Is there a way to update all this so that the container is IE11? I have already lost the habit of writing crutches for IE 7 and do not want to go back at all.
Or maybe there is some alternative to widgets with the ability to embed some kind of IFRAME on the desktop?
