Why are group policies not created in AD?

For educational purposes, AD was deployed on sernet-samba-ad 4.2 under Centos 6.5

I know that there is no full-fledged replacement of AD with Linux and the basic functionality is enough.
Faced the problem of creating group policies. More precisely, it all started with the fact that I could not find the password and account policy.
When creating a policy, the following error:
