Why can't I connect to the Tor network?

I can't connect to the Tor network

for 30 minutes now.
Why? What needs to be done?

download opera and it has opera turbo function - great alternative to tor client

Tor is still better and much faster than opera and any plugins (although I myself am a fan of opera, this is my main browser, and we are talking about the new opera, and not the old version 12.x)
