Google search bar has shifted, why?

A very strange problem. The line with search queries has shifted in Google. In all browsers, chrome, opera, ie.
Chrome rearranged, reset all settings, rebooted the computer, changed IP, changed users in Google, changed the Internet (mobile turned on)

Obviously, it's not Google itself that something broke. Well, do not rearrange Windows because of this.
