Why can't get the Cookie value?

Neither \Bitrix\Main\Application::getInstance()->getContext()->getRequest()->getCookie('PHPSESSID') nor $APPLICATION->get_cookie("PHPSESSID") return anything.
More precisely, the first returns NULL and the second an empty string.
For any cookies. Everything is different with the $_COOKIE array - it has values.
