Why can't dynamic libraries be compiled as static?

Please tell me how dynamic libraries differ from static ones, that they cannot be used for static assembly of applications?

They differ at least in format. DLL is sharpened for dynamic loading, and lib - for embedding at the compilation stage. And DLL and EXE have different runtimes.
