Why can't apache write to a folder with 777 permissions?

When transferring the site, I decided to check the possibility of adding images, as a result, in the log I get errors about the inability to create a directory / file Access denied
I set the rights to the desired folder to 777 And even gave it an apache user and group But the result is still the same, where can I dig more?
