Why can't 3D Max "File open failed" open?

I'm trying to open the *.max file, but the error "File open failed" pops up.
How can this file be opened?
I am using Autodesk 3ds Max 2016 version 18.0.
Windows 7 Ultimate, 64-bit.
The path to the file does not contain Cyrillic characters. Be at the root of the disk.
There are no backup files.
File size 1.2GB.
