Why can such bugs appear in the Russian interface, and how to fix it?

This is how Pokki behaves on Russian XP SP3 Support
doesn't know something. What could be wrong? At 8.1 everything is fine, there is Russian.
And at the same time, in my settings it is indicated that the language must be English:
